Since the“ Eleventh Five-year Plan”, water transportation engineering construction in China has been developing vigorously, with a clear trend of“ diversification of investment sources and forms, upsizing of construction, and complication of project management”. The upsizing and complication of engineering make it hard to meet the construction targets of water transportation project construction by working with the traditional simple project-organization mode. The new project management mode which is fit for the characteristics of water transportation engineering shall be studied and established to improve the project management performance. By the professional management technique, management method and management procedure of the new mode, we can realize systematic and integrated project management and reach the objective of the project.
