Under the circumstances of world-class port construction and high-quality development of water transport，integrated port-industry-city development has been taken to a new level and become a focus of port and port city development.To resolve the problem of achieving integrated port-industry-city development，we study the connotation and mechanism of integrated port-industry-city development，analyze three key issues in promoting this work，and propose solutions. Furthermore，we probe into the key issues in different types of integrated port-industry-city development in light of planning practice. Under the new system of territorial spatial planning，the research ideas and conclusions of this study provide a reference for promoting the implementation of integrated port-industry-city development.
