境外中资项目建设的管理模式创新与实践

    摘要:

    传统DBB模式管理界面多、协调工作复杂,应用于境外中资项目中,管理难度成倍增加,使业主国内团队难以适应,也不利于发挥设计企业的综合优势。为规避DBB模式的缺点,提出设计管理一体化的中外合作新模式及其组织架构,并通过在阿布扎比哈利法港集装箱码头二期工程中的成功应用,证明新模式可充分发挥设计单位在专业知识、沟通能力、管理等方面的综合优势和积极性,对外可提高与政府部门的协调效率,对内使参建各方合作更加紧密,减少项目内耗,对控制工程质量、进度、费用十分有利,值得在同类工程中推广应用。

    Abstract:

    The management interface of DBB mode is numerous and the coordination is complex.When it is applied to overseas China-invested projects,the owner’s domestic management team will not adapt due to the significantly increased difficulty.The mode is not conducive to the comprehensive advantages of designers either.To avoid the disadvantages mentioned above,the new project management mode named “design and management integration with Chinese-foreign cooperation” and its organization are put forward,and it is concluded from the successful application of it in Abudhabi Khalifa Port container terminal phase Ⅱ that the new mode can give full play to the comprehensive advantages and enthusiasm of the designer in professional knowledge,communication skills and management. It can improve the coordination efficiency with governments,make all parties involved more closely,reduce internal consumption,and is very beneficial to the management of quality,progress and cost,and it is worthy of applying in similar projects.
