The comprehensive bonded area is a special customs supervised area which set up in the inland area with the function of the bonded port area.It is a relatively closed and complete urban space,and its planning strategy is quite different from other urban spaces.This paper analyzes the characteristics of policy attribute,industrial function and space form of comprehensive bonded zone,and puts forward the planning goal of comprehensive bonded zone by adopting “goal-oriented” thinking mode.Around the planning target implementation process from the coordination of external restrictions,in line with the regulatory requirements,traffic organization,determining the construction land index,and coordinating urban landscape,the comprehensive free trade zone planning is puts forward taking Xuzhou comprehensive free trade zone as an example.
