To strengthen academic integrity construction and resist academic misconduct, based on relevant provisions such as the Copyright Law, publication ethics norms, and the Chinese national press and publication industry standard Definition of Academic Misconduct in Academic Journals(CY/T 174-2019), our journal formulates the following ethical statements for authors, reviewers, editors, and publishers.
Ⅰ. Author Responsibilities
1.Present accurately and objectively, avoiding oversights and exaggerations. Submitted manuscripts should include relevant experimental details, empirical data, and other resources to facilitate peers to replicate the research process and verify the research results.
2.Authors are obliged to ensure the originality of the submitted papers. The submitted manuscripts should not contain any content of forgery, deception, or plagiarism. They should not involve national secrets or any intellectual property - related infringement issues, nor should they involve problems such as multiple submissions to different journals or duplicate publications.
3.Clarify achievements and make standard annotations. Clearly define and distinguish between original achievements and cited achievements in the paper. Cited achievements need to be clearly marked in the prescribed manner. Authors are obliged to search for and cite as comprehensively as possible the literature closely related to the research work of the paper and indicate the sources.
4.Follow proper author - listing norms and share responsibilities. The authors of a paper should include all those who have made substantial contributions to the research work of the paper and be ranked according to the size of their contributions or common practices. At the same time, all listed authors are responsible for the research results, including academic and moral responsibilities.
5.During the manuscript processing, authors should respect the modification suggestions of reviewers and editors. If they have objections to the review comments or results, they can submit a written appeal to the editorial department, providing detailed explanations and clarifications for each review comment.
Ⅱ. Editor Responsibilities
1.Editors are responsible for preventing academic misconduct such as multiple submissions to different journals and duplicate publications. They should conduct two plagiarism checks and reviews on both newly submitted manuscripts and manuscripts about to be published.
2.Editors should handle each manuscript fairly and justly. Based on the journal's publication scope, the scientific nature, innovation, and readability of the manuscript, they should decide whether to accept or reject the paper.
3.Editors should abide by the principle of confidentiality, strictly keep the information of authors and reviewers confidential, keep the content of unpublished manuscripts confidential, and not use the authors' research results in violation of regulations.
4.Editors should not be driven by interests to interfere with peer review. They should strive to ensure the independent review of peer experts to guarantee the fairness and justice of the peer - review process. The quality of manuscripts should be evaluated based on the results of peer review.
5.Editors should provide authors with as detailed as possible modification suggestions or reasons for rejection. During the editing and publishing process, editors should not only pay attention to publishing norms but also respect the authors' viewpoints and writing styles. Key modifications to academic viewpoints, etc., should be approved by the authors.
Ⅲ. Reviewer Responsibilities
1.Reviewers should safeguard academic integrity and resist academic misconduct. During the review process, they should check whether there are academic misconducts in the manuscript, such as duplicate publication, plagiarism, falsification, and fabrication. If they suspect the existence of such behaviors, they should promptly inform the editor and provide relevant evidence and information.
2.Reviewers should make honest, objective, and fair evaluations of the strengths and weaknesses of the paper, and provide reasonable and constructive review comments in a timely manner. They should not show prejudice or discrimination against the author's nationality, institution, race, religion, political belief, gender, etc., and should not disclose the author's research content.
3.Reviewers should abide by the confidentiality principle of peer review, and avoid disclosing the manuscript content and relevant information to any irrelevant personnel during and after the review process.
4.Reviewers should review the manuscript in a timely manner as agreed. If they cannot return the review comments on time, they should promptly inform the editorial department and withdraw from the review, and can recommend other reviewers. Without the consent of the editorial department, reviewers should not entrust their colleagues, students, etc. to review on their behalf.
5.When there are competitive, cooperative, or other conflicts of interest between the reviewer and the author, to ensure the fairness of the review, the reviewer should promptly declare the conflict of interest to the editorial department and take the initiative to withdraw from the review.
Ⅳ. Handling of Academic Misconduct
Our journal defines academic misconduct papers in accordance with the latest national standard Academic Publishing Norms - Definition of Academic Misconduct in Journals (CY/T174-2019)", including plagiarism, fabrication, falsification, inappropriate authorship, multiple submissions, duplicate publication, violation of research ethics, etc. For papers with academic misconduct, our journal will handle them seriously, hold the authors accountable, and purify the academic environment.
Our journal will use the Academic Misconduct Literature Detection System for Scientific and Technological Journals provided by CNKI to check for plagiarism during the initial review stage and before publication to prevent academic misconduct.
Manuscripts detected with academic misconduct at any stage will be rejected. If a manuscript is found to have academic misconduct after publication, our journal will retract the paper and hold the author accountable in accordance with relevant regulations and the Copyright Transfer Agreement signed by the author. For those with serious cases (such as deliberate multiple submissions), our journal will no longer accept submissions from this author.
V. Appeal Mechanism
The journal allows authors to file an appeal only when they have obtained sufficient information or evidence (such as providing other factual information, corrective information, supplementary materials, or filing an appeal against conflicts of interest and unfair peer reviews). The journal will handle the appeal based on the relevant information and evidence provided by the author.
VI. Paper Revision
After your manuscript has undergone peer review, if it needs to be revised to meet the journal's publication standards, the editorial department will send you a revision notice through the online submission system, clearly indicating the specific content, requirements, and suggestions for modification. After receiving the revision notice, the author should submit the revised manuscript and necessary supplementary materials (such as new data, charts, etc.) to the editorial department through the online submission system within one month as required.
If it is impossible to complete the revision within one month due to special reasons, the author needs to submit a written extension application to the editorial department in advance, stating the specific reasons and the estimated completion time. The editorial department will consider whether to approve the extension application according to the actual situation. If the author fails to submit the revised manuscript within the specified time (including any approved extension time), the editorial department will consider the manuscript as automatically abandoned and has the right to directly make a rejection decision.
VII. Retraction and Correction
For published papers, if legal infringement, slander, and other legal restrictions are found, or if academic misconduct has been proven, the journal will promptly issue a retraction notice in the following ways: ① Once academic misconduct or legal restrictions of the paper are confirmed, the journal will promptly publish the retraction notice in the latest printed issue. The retraction notice will clearly cite the original text and give the reasons for retraction. ② Remove the paper from the journal website and database platform in a timely manner.
The editor should consider issuing a correction in the following cases: ① A small part of the publication is proven to be misleading. ② The list of authors/contributors is incorrect (i.e., qualified authors are omitted or those who do not meet the copyright conditions are included).
VIII. Marketing and Advertising Policy
The journal accepts domestic and foreign port and shipping units, engineering technology and other relevant council units to promote their corporate images in the form of corporate profiles. All advertisers of this journal must ensure the authenticity of the advertising content and strictly abide by the "Advertising Law of the People's Republic of China" and other relevant management regulations. The advertising design and approval are the responsibility of the editorial department's personnel with advertising qualifications.This journal is a monthly publication, with a size of 210 mm × 297 mm and a resolution of over 300 dpi. Generally, each issue of the journal has no more than 8 color pages.
IX. OA Policy
1. Open Access
Starting from 2024, all papers published in the Port & Waterway Engineering will provide free open access services to readers. Readers can search for papers on the Chinese and English pages of the official website of Port & Waterway Engineering, read the abstracts, and download the full text.
2. Paid Access
The journal has signed digital distribution and online publishing agreements with China Academic Journal (CD Edition) Electronic magazine Co., Ltd., Beijing Wanfang Data Co., Ltd., Chongqing VIP Information Co., Ltd., and Beijing Century Superstar Information Technology Development Co., Ltd. to provide readers with digital paid download services.
