The significant adjustment of the national crude oil import policy and the great upgrading of the crude oil transformation system of Shandong Province will exert a great influence on the layout planning of large coastal crude oil berths.So,a study is performed on the reasonable layout of the coastal crude oil berths of Shandong Province.A new layout planning of large coastal crude oil berths is put forward by supply-demand balance analysis according to the current situation and trend of oil refining,chemical industry,and oil transformation system.It shows that the import volume of local refineries is going to increase rapidly,the pipe transformation capacity of first-route receiving ports is enhanced greatly and the current layout planning is unable to meet the requirements of new situation.The new layout pays more attention to the demand of local refineries and Dongying Port is suggested to be a first-route receiving port.
