This paper expounds the Changjiang waterway situation and development demands for the 13th Five Year Plan，establishes corresponding development guiding ideology and principles，forecasts corresponding developing direction and tasks，puts forward suggestions on the organization & management and major scientific and technical projects，to provide a basis for making the sci-tech development plan of the Changjiang waterway during the “13th Five-Year Plan” period.
