This article reviews the process of planning of Port Lobito and designing of Phase I project, summarizes the project implementation models, main difficulties encountered during the engineering design and relative solutions, and introduces systematically the overseas project mode which is initiated by the master plan and based on the design. The experience may serve as reference for Chinese companies to participate in other similar oversea projects.
