The paper analyzes the importance of the proposal of comprehensive experimental zone for development of international shipping, researches the guiding principles and strategic objectives, probes into its area layout and policy system combining with regional realities, and puts forward countermeasures for the construction of comprehensive experimental zone for the development of international shipping. It is pointed out that the concept and policies of comprehensive experimental zone for the development of international shipping need continuous innovation and development, to meet the new demand of construction of international shipping center.
