Based on CSSA framework and MSP service set of E-navigation,an accurate,safe and efficient integrated information system for navigation support hierarchy is put forward.The data collection and transmission of the system,data processing and value-added services,application services,infrastructure layer，etc.are described in detail.The integrated information system hierarchy lays the foundation of the navigation support system in China which is reasonable layout,well arranged,functional maturation,reliable performance.
