Based on the present situation of sea transportation at the Qiongzhou strait, under the background of international tourist island development strategy of Hainan and the strategic cooperative frame agreement of Guangdong & Hainan, this paper researches the development ideas, the goal and measures for the harbor and urban of Haikou and Xuwen county at the Qiongzhou strait .
