Abstract:Addressing the development pathways of peripheral ports against the backdrop of the transformation of regional port systems, industrial structures, and waterfront spatial functions and tailored to the development needs of Shanwei new port area, this study integrates the peripheral challenge theory with theories including port regionalization,port-based industrial clusters, and port-city integration. It upgrades the theoretical connotation from “cargo flow competition” to “competition in composite functions”, proposing a tripartite integrated development model of “logistics port-industry port-tourism port.”Taking Shanwei new port area as a case study, this paper systematically explores its development strategy driven by the Honghaiwan Green Manufacturing Industrial Park. The Logistics Port embeds itself into the regional port division of labor by establishing a “hub-feeder” network and inland corridors. The Industrial Port leverages the BYD flagship project to build a port-based industrial cluster, forming a distinctive nodal point in the global new energy vehicle supply chain. The Tourism Port integrates coastal resources and develops consumption spaces, creating a distinctive engine for regional value enhancement. The synergy of these three strategies facilitates the port’s transition from a single transportation hub into a comprehensive value platform integrating logistics, industry, tourism, and leisure, offering a reference for the development of similar peripheral ports
